Nato
il 01.11.1954 è Laureato in Medicina e Chirurgia, specialista in
Medicina Interna, Master in General Management (SDA Bocconi).
E' stato capo del Dipartimento Politiche Antidroga della Presidenza del Consiglio dei Ministri fino all'8 aprile 2014. E' componente della Commissione Nazionale AIDS. Ha diretto il Centro di Medicina Preventiva dell’Azienda ULSS 20 di Verona (che si occupa di prevenzione e cura dell’infezione HIV/AIDS epatiti e malattie diffusive) e il Dipartimento delle Dipendenze dell’Azienda ULSS 20 di Verona (che si occupa di prevenzione, cura e riabilitazione delle dipendenze da sostanze). Dal 2003 al 2007 è stato direttore dell’Osservatorio Regionale sulle Dipendenze della Regione Veneto. Dal 09 Ottobre 2007 è responsabile del Programma Regionale sulle dipendenze da sostanze d'abuso della Regione Veneto. Ha realizzato numerosi progetti regionali, nazionali ed europei in ambito AIDS, dipendenze da sostanze e sistemi informatici avanzati per il flusso dati in ambito sanitario per conto del Ministero della Salute, del Ministero del Welfare, del Dipartimento Nazionale Politiche Antidroga (Presidenza Consiglio dei Ministri), della Commissione Europea e della Regione Veneto. Ha soggiornato all’estero, Stati Uniti, Inghilterra, per la propria formazione professionale. E’ stato docente presso vari enti di formazione (SDA Bocconi, Università di Firenze, Istituto Superiore di Sanità, CEFPAS). Il 23 Ottobre 2006 è nominato dal Ministro Paolo Ferrero, Componente della Consulta degli Esperti sulle Tossicodipendenze del Ministero della Solidarietà Sociale (art. 132 del D.P.R. 309/90) - Decreto del Ministero della Solidarietà Sociale del 23 ottobre 2006. Il 01 Febbraio 2007 è nominato dal Ministro Livia Turco, membro (designato dalla Conferenza delle Regioni e Province Autonome) nella Commissione Consultiva in Materia di Dipendenze Patologiche del Ministero della Salute - Decreto del Ministero della Salute del 01 Febbraio 2007. Il 04 maggio 2007 è nominato dal Ministro della Solidarietà Sociale Paolo Ferrero Membro del “Gruppo Tecnico” per l’”Accordo di Collaborazione tra il Ministero della Solidarietà Sociale, le Regioni e le Province autonome di Trento e Bolzano ai sensi dell’art. 4 - D.lgs n. 281 del 28 agosto 1997. All'interno del Dipartiamento delle Dipendenze dell'Azienda ULSS 20 ha instaurato varie collaborazioni internazionali tra le quali con Dr. Raymond White, Ernest Gallo Clinic Research, University of San Francisco California USA , Rita Z. Goldstein Ph.D. Neuroimaging, Medical Department, Brookhaven National Laboratory, New York USA, Douglas A. Gentile Ph.D. Computer Addiction, Department of Psychology, National Institute on Media and Family, IOWA State University, IOWA USA. Nell'ambito di queste collaborazioni risulta responsabile di vari progetti sulle neuroscienze.
Ha sviluppato numerose attività innovative nel campo della Web Technology tra le quali la realizzazione della Piattaforma Multifunzionale MFP per la Regione Veneto, il coordinamento e aggiornamento costante del portale DRONET del Ministero della Salute e Ministero della Solidarietà Sociale, la progettazione e realizzazione del software GEO DRUGS ALERT nell'ambito del progetto "Sistema di Allerta Precoce e Risposta Rapida per le droghe" e la progettazione di una serie di siti per conto del Ministero: SAPD Sistema di Allerta Precoce sulle Droghe - Alcol e Patologie Correlate - Giovani: No Drugs No Alcol.

on 1 November 1954, he has a degree in Medicine and Surgery, a
specialization in Internal Medicine and a Master of General Management
(SDA L. Bocconi, Milan). He was head of Antidrug Politicies
Department from 2008 to April 2014. He
was director of the Centre of Preventive Medicine (which deals with
prevention and care of HIV/AIDS infection, hepatitis and diffusive
illnesses) and of the Substance Abuse Department (which deals with drug
abuse prevention, treatment and rehabilitation) of the Local Health Unit
n° 20 of Verona.
From 2004 to 2007 he has been also director of the Veneto Regional Drug Abuse Observatory. He has carried out many different regional, national and European projects on AIDS, drug addiction and advanced informative systems for the healthcare data flow on behalf of the Ministry of Health, of the Ministry of Welfare, of the National Department of Anti-drug Policies (Presidency of the Councils of Ministers), of the European Commission and of the Veneto Region. He went and stayed abroad (United States and England) for his professional education. He has been teacher in different education bodies (SDA Bocconi, University of Florence, Superior Institute of Health, CEFPAS). On 23rd October 2006, he was appointed by the Minister on Social Solidarity Paolo Ferrero member of the Panel of Drug Abuse Experts, and on 1st February 2007 member of the Consultive Committee on Pathological Addictions by the Minister of Health Livia Turco. On 4th May 2007he was member of the Technical Group"For the cooperation agreement between the Ministry of the Social Solidarity, the Regions and the Indipendent Provinces of Trento and Bolzano". He is author of 200 publications on national and international magazines and of 26 technical, scientific and informative monographs. While working at the Addiction Department ULSS 20, he has tighten several international relationships. Among them: Dr. Raymond White, Ernest Gallo Clinic Research, University of San Francisco California USA, Rita Z. Goldstein Ph. D. Neuroimaging, Medical Department, Brookhaven National Laboratory, New York USA, Douglas A. Gentile Ph. D. Computer Addiction, Departmentof Psychology, Nationale Institute on Media and Family, IOWA State University, IOWA USA. In the framework of these relationships, he is in charge for a number of research projects dealing with addiction and neurosciences. He has developed several ground-breaking activities in the field of web technology. Among them, the establishment of the Multifunctional Platform MFP for the Veneto Region, the coordination and the constant updating of DRONET website by the Ministry of Health and the Ministry of Social Solidarity, the design and the management of the software GEO DRUGS ALERT, in the framework of the "Drugs Early Warning System" project by the Ministry of Health and the Ministry of Social Solidarity, and the design and the creation of other website like: Alcohol and related pathologies, Youth: no drugs no alcohol, Dream On, Medical consequences of substance consumption etc.
